It’s a strange question, I know, but I’m wondering if anyone knows whether or not a computer screen just showing pure white, would suffice as a sort of do-it-yourself grow lamp. I’m talking about a CRT monitor, not LCD or LED.

Most ‘grow lights’ have a ‘color temperature’ of about 6,400 Kelvin. Your computer sceen very likely does not even come close.
The way to make a do-it-yourself grow lamp is to buy or recycle a lamp and buy a grow lamp bulb for it. You’d should get a compact fluorescent one as incandescent grow bulbs are not very good.
